Background of the study
Urban planning has become a critical element in addressing environmental challenges within fast-growing urban centers. In Port Harcourt, rapid urbanization demands an integrated approach to land use, infrastructure, and environmental conservation. Recent studies (Okoro, 2023; Adebayo, 2024) indicate that urban planning frameworks, when aligned with sustainability principles, can mitigate adverse environmental impacts such as pollution and resource depletion. This study discusses the evolution of planning policies, the integration of green spaces, and the role of governmental agencies in enforcing sustainable practices. It highlights how innovative planning, community engagement, and technological tools contribute to balancing economic growth with environmental preservation. Emphasis is placed on understanding how planning instruments, zoning regulations, and stakeholder participation can drive sustainability in urban areas. Statement of the problem
Despite numerous policies, Port Harcourt still experiences environmental degradation alongside uncontrolled urban expansion. There is a lack of coherent evidence linking urban planning measures to tangible improvements in environmental sustainability. Local government efforts appear fragmented, with several policies failing to address challenges such as pollution, inadequate green infrastructure, and resource management. This gap is compounded by limited stakeholder engagement and outdated planning frameworks, thereby necessitating an appraisal of current strategies. It is imperative to evaluate if modern planning approaches can holistically resolve environmental issues and promote sustainable development in the area (Okoro, 2023).
